One way that you can learn is to check out a lot of books from the library or buy them from bookstores. You will be able to learn a lot of theories around chess as well as some of the various tactics and strategies. One problem with doing it this way is that you run the risk of getting several contradictory theories, which may confuse you. You also have the problem of the fact that you aren't going to have anyone to play against. While you can play both sides, you are going to miss that aspect that playing with a real person will give you. They are going to do things that you didn't expect, which will cause you to have to change your tactics. 

Private Lessons

Another way is to hire a chess teacher or go to a chess club or school to get private lessons. The teacher will sit down with you and discuss various theories, strategies, and tactics. They will be able to tell you the strengths and weaknesses of each of those things and suggest which ones you might want to learn. There are so many out there that you may not be able to learn them all well enough to play, but you should be able to at least recognize what the other player is doing. Working with a real live teacher will let you figure out why a particular move is a good or bad choice. If it's a bad choice, your teacher can explain to you why it was a bad move and what move would've worked best in the situation. You will also get to have a person on the other side of the board and learn to deal with the pressure of having someone looking at you while you are playing.
